Al shabaab must not get away with what they did to Uganda.
Lessons from Iraq and Afghanistan show the benefit of Numbers when it comes to anti-terror operations. From Sri-lanka, we learn the value of DECISIVE military action.
Terrorists can and will strike anywhere. It's a global society. Your country will sooner or later be attacked by these madmen. All African states must be aware of this fact and take measures. No one helps you until you help yourself. If Africa makes a serious move, the WORLD will support it.
Each state should contribute just 1000 of their most hardened and most elite commando troops. They should organize precision operations (hopefully with support from interested stakeholders like the USA) to disrupt and destroy the entire command, funding and logistical structure of these terrorists and to return stability and rule of law back to somalia.
The contributing countries will benefit from the experience their soldiers will gain in anti-terror operations and modern warfare. Technology (e.g. unmanned drones supported by ground intelligence and satellite surveillance etc can be used). Somali government agents can (if not already done so) be trained to infiltrate Al Shabaab and send back intel on the terrorists plans and movements.
I believe the best solution against Somalia's terrorists is precise pre-emptive strikes against the terror leadership PLUS restoration of the Somali government's control over the entire country.
Interested governments should consider hiring somali pirates into the SOMALI POLICE FORCE and ARMY to fight Al Shabaab and uphold rule of law. So far pirates have proved to be relatively sober in their dealings and they don't seem to have extremist agendas.

This is my view which will be my next post.
There definitely is an African solution to Somalia. Definitely because the possibility of a non-Africa solution has been tested and found impossible. The UN and the US have washed their hands off Somalia. Well they have as regards direct intervention. US maybe because of the sad memories of soldier killed in Mogadishu – relived in one of my favorite films, Black Hawk Down – while for the UN, I have no idea.
The possibility of an Africa solution has been tested and found possible. On this I will mention the Ethiopia army intervention/invasion that for a moment restored order in Somalia. In my opinion this will be the model of an Africa solution to Somalia.
First, the Al Shabab and the like will have to be forcefully subdued to give the TGS a working space. Even if they will not be broken up, they will be controlled and their zones of operation reduced. Most importantly piracy, the main source of funding will be contained, and so will armament. If crushed or if they surrender, the warlords should NOT be integrated into the transitional government.
Secondly, get Somali youth proper and legitimate sources of livelihood. Remember many youths are in the war front; either on government side or others, as employees. The only cause to fight is daily bread. The Al Shabab ideology of religion is just a control mechanism.
The way to do this is funding. The TGS will need lots of money to pay its army well. This will boost morale and add to its numbers especially from defectors. The money will also help the TGS to get a hold on the citizens and win them over by solving their most crucial needs; free health, security and food.
All this with a joint AU force holding brief as the TGS entrenches itself gradually. Even if it will take 50 years but money and military is Africa’s solution to Somalia.

Global vested interests in Somalia are very complicated... For example, Somalia has been converted to a Nuclear and chemical waste dump site by the some influential members of UN.
Fixing Somalia is the last thing on their minds. Thats why I fully concur with the view that any solution to Somalia must be an African Solution.
PS the possibility that Al Shabaab is a western funded outfit cannot be ruled out.
Perhaps it is a false flag operation designed to infiltrate Al Qaeda.
In that case the fallen Ugandans were "collateral damage" - sacrificed for a "greater good" (a recurring aspect in western war philosophy).
With all the global deception going on, you can never know for sure who is the good/bad guy...
Still, Al shabaab took the credit so they must be dealt with!
